Dr Tim Morris is a consultant, former editor of Forced Migration Review, who wrote the background paper for the December 2009 High Commissioner’s Dialogue on Protection Challenges for Persons of Concern to UNHCR in Urban Settings and drafted the chapter on urban refugees for the 2013 edition of the State of the World’s Refugees.
Michael Kagan is Association Professor of Law at the University of Nevada, Las Vegas. He maintains a blog, RSD Watch on which are discussed the challenges involved in UNHCR RSD, and in collecting basic data about where and how UNHCR does so.
Dale Buscher is the Senior Director for Programs at the Women’s Refugee Commission. He oversees programs on refugee protection (livelihoods, disabilities, displaced out-of-school youth, gender), reproductive health, detention and asylum.
Jeff Crisp is the Senior Director for Policy and Advocacy at Refugees International. He has previously held senior positions with UNHCR, the Global Commission on International Migration, the Independent Commission on International Humanitarian Issues and the British Refugee Council. Jeff has first-hand experience of humanitarian operations in more than 60 countries around the world. Mark Yarnell is Senior Advocate for the Horn of Africa at Refugees International. He has led field assessments in a number of countries including Somalia, Kenya, and Ethiopia, as well as conducted research in Burkina Faso and Niger.
